MEDICAL, PENSION AND BUDGET DIVISION
This division is under the overall control of Deputy Chief Administrative Officer (Medical Pension & Budget)/Dy CAO (MP&B). There are 05 Sections in this Division dealing with all types of medical cases, pension cases of civilian employees employed in Army HQ & various ISOs and Pay & service matter of civilian employee on the admin strength of CAO/A-2. The details of section wise charter of duties are as under :-
(a) CAO/A-2 (A)
(i) Processing of all Administrative work, pay & allowances of all Gazetted and Non-Gazetted employees of CAO’s Office; and,
(ii) Processing of the cases of Charged Expenditure, cases of car/scooter advances and cases related to NOC for proceeding abroad, passport, property transaction, pension cases of Air/Naval HQ, VRS, Study Leave etc of Air/Naval HQ.
(i) Processing of all Administrative work, pay& allowances of all Gazetted and Non-Gazetted employees of DGDE, DGNCC, Security Office, Departmental Canteens; and,
(ii) Co-ordination within various Admin Groups.
(c) CAO/Electronic Data Processing (EDP)
(i) Implementation of policy on e-Governance in the office of JS(Trg) & CAO;
(ii) System Study of existing manual systems for their automation;
(iii) Maintenance of already developed Application Systems;
(iv) Database/Application Server Administration (i.e Installation, configuration, data backup etc);
(v) Maintenance/troubleshooting of existing servers and LAN of the office of JS(Trg) & CAO;
(vi) Generation of pay bill/schedules, Form-16, correction of e-TDS statements, filing of e-TDS etc; and,
(vii) Development and maintenance of CAO’s website on the internet and the CAO’s intranet (LAN).
(d ) CAO/MEDICAL
(i) Grant of permission for undergoing medical tests/medical claims in respect of AFHQ employees;
(ii) Liaison with CDA for timely process/ reimbursement of medical claims;
(iii) Grant of permission to CGHS beneficiaries to obtain treatment in a private hospital recognised under CGHS in respect of all AFHQ civilian employees;
(iv) Organizing of the meeting of Medical Board to assess the medical emergency cases of AFHQ civilian employees wherein prior permission for obtaining treatment in a CGHS empanelled hospital/private hospital was not taken by the CGHS beneficiary under the Administrative control of JS (Trg) & CAO; and,
(v) Ex-post facto approval of the Competent Authority i.e. JS (Trg) & CAO in r/o emergency cases of medical claims submitted by the AFHQ employees.
(e ) CAO/PENSION
(i) Processing of the pension cases of AFHQ employees well in time i.e. 01 year prior to the date of retirement;
(ii) Liaison with audit authorities, bank authorities and the respective agencies to ensure timely issue of PPO in r/o AFHQ employees of Army HQ & ISOs; and,
(iii) Timely release of various dues and payment of pension to the pensioner by the Pension Disbursing Authority.
(i) All Grievances pertaining to GPF and other matters of serving/retired employees of AFHQ/ISOs; and,
(ii) Coordination of RTI applications.
