QUARTERING DIVISION

This division is under the overall control of Deputy Chief Administrative Officer (Quartering)/Dy CAO (Qtrg). There are 04 sections in this Division dealing with allotment of CAO pool accommodation to the officers of three Services viz. Army, Navy and Air Force and discharge of functions related to management, control, recovery of license fee and other related aspects linked to provisioning of Govt residential accommodations to Officers from Defence Pool. The charter of duties of the Division is as under :-

(a) CAO/E-I

(i) Processing of personal files relating to accommodation of Army Officers;

(ii) Processing of cases for waiver of relegation/deferment/specified area etc;

(iii) Processing of penalty for non-occupation of accommodation after giving acceptance by the Army Officers;

(iv) Shifting of officers to alternate accommodation on administrative grounds;

(v) Action on unauthorized occupation/subletting of Govt accommodation and processing of Estate Officer cases;

(vi) Processing of the cases of retention of accommodation on various grounds after SOS i.e. NAC basis, children education ground, Field area, High Risk area etc;

(vii) Issue of Non-Availability Certificate to Army Officers. Grant of HRA and NAC to eligible officers;

(viii) Processing of the various recoveries from service officers i.e. rent, water, electricity, furniture and damage rent;

(ix) Preparation of brief for PSOC & ISAAC meetings and implementation of decisions taken in these meetings;

(x) Out of turn allotment of accommodation on medical grounds, administrative grounds, to SOs, PSO, under para 38 of MoD accommodation rules, repatriation from UN Mission etc in r/o Army officers;

(xi) Handling of Court cases/AFT matters of Army Officers;

(xii) Processing of cases reported to Estate Officer for eviction and Charging of Damages rent as per Public Premises(Eviction of Unauthorized Occupants) Act, 1971; and,

(xiii) Maintenance of personal files of Officers of the rank of Maj Gen & above and equivalent in Navy and Air Force related to accommodation.

(b) CAO/E-II(A)

(i) Processing of personal files relating to Accommodation of the officers of Navy and Air Force related to accommodation;

(ii) To consider cases for waiver of relegation/deferment/specified area etc;

(iii) Processing of penalty for non-occupation of accommodation after giving acceptance by the Navy and Air Force Officers;

(iv) Shifting of officers to alternate accommodation on administrative grounds;

(v) Action on unauthorized occupation/subletting of Govt accommodation and processing of Estate Officer cases;

(vi) Processing of the cases for retention of accommodation on various grounds after SOS i.e. NAC basis, children education ground, Field area, High Risk area etc;

(vii) Issue of Non-Availability Certificate (NAC) to Navy and Air Force Officers. Grant of HRA-NAC to eligible officers;

(viii) To handle Court cases/AFT matters of Naval and Air Force officers;

(ix) Processing of the various recoveries from service officers i.e. rent, water, electricity, furniture and damage rent;

(x) Processing of cases for out of turn allotments on medical grounds, administrative grounds, SOs, PSO, under para 38 of MoD accommodation rules, repatriation from UN Mission etc in r/o Naval and Air Force officers;

(xi) Processing of cases reported to Estate Officer for eviction and Charging of Damages rent as per Public Premises(Eviction of Unauthorized Occupants) Act, 1971.

(c ) CAO/E-II(B)

(i) Policy on rental ceiling for privately hired houses;

(ii) Hiring of private residential houses in Delhi/New Delhi/Noida;

(iii) Preparation of fresh Lease agreement with the house owners for a period of 33 months;

(iv) Payment of rent of private houses through PCDA HQ;

(v) Action for renewal of lease of hired houses;

(vi) On receipt of complaint from the occupant service officers, Inspection of hired houses for the purpose of maintenance;

(vii) To process cases for de-hiring of houses;

(viii) Liaison with the house owners (written/telephonic) for rectification of the defects prevailing in the house;

(ix) Co-ordination with CPWD/MES for maintenance as well as handing/taking over of hired accommodation by the service officers;

(x) Inspection for maintenance of Govt houses meant for service officers occupied by CPWD and MES;

(xi) Inspection for maintenance of Govt houses meant for General Officers;

(xii) Issue of permission for hiring of private houses on Rent Re-imbursement basis by the service officers;

(xiii) Issue of permission for hiring of furniture to the officers living in private houses hired on Rent Re-imbursement basis;

(xiv) Processing of Rent-reimbursement claims and furniture claims of the officers residing in houses hired on Rent Re-imbursement basis to the respective CDAs;

(xv) Supervision of the various recoveries from service officers residing in hired houses i.e. water, electricity and society charges; and,

(xvi) Co-ordination of Reports and Returns for Quartering, Works and Special Projects Divisions.

(xvii) Administrative and miscellaneous duties of CAO/Quartering Division.

(d) CAO/QUARTERING

(i) Allotment of accommodation to Army, Navy and Air Force officers posted in Defence HQ, New Delhi including General Officers;

(ii) Registration of all Service Officers for Defence Pool accommodation;

(iii) Fixation of seniority/ante-date seniority of Army, Navy and Air Force officers applied for accommodation;

(iv) To maintain waiting list (rank wise and pool wise) for all the areas available for allotment in MoD pool;

(v) Noting of data with reference to specified area choice, deferment, relegation, Out of Turn allotment, Posting/retention, overstayal etc;

(vi) Collation of Occupation/ Vacation Reports;

(vii) Issue of offer letters on 1st and 3rd Friday every month;

(viii) Processing of acceptances/allotments;

(ix) Monitoring of special repairs/shifting of occupants;

(x) Maintaining the entire data base of registered officers and accommodation under MoD pool;

(xi) Raising OR/VRs and forwarding to AAO/ Unit Account Office for recovery of License fee/DRR;

(xii) Policy matters pertaining to Quartering Division including handling of all the policy files/Building Registers/OR/VR cards;

(xiii) To coordinate activities related to advisory committees meetings viz., ISAAC & PSOC, preparation of agenda and minutes and liaison with Works Dte of respective service HQrs; and,

(xiv) RTI cases on above matters.
