Functions and Duties of CAO/OL
1 To look after implementation of Official Language (OL) Policy, OL Act, Rules and other relevant orders issued by the deptt of OL and MOD, from time to time.
2 To collect information from all the sections of the office in respect of those officers and employees who do not have working knowledge of Hindi/ Hindi Stenography and Hindi typing and depute them in Hindi classes being run under Hindi teaching scheme.
3 To conduct Hindi workshops for officers and staff of the office to train them in Hindi noting and drafting.
4 Celebration of Hindi Day/Fortnight, conduct of various competitions during the fortnight.
5 Implementing different incentive schemes to promote use of Hindi in official work.
6 To conduct departmental inspection programme to assess the use of Hindi in office.
7 Preparations for parliamentary and joint inspections of the office by Parliamentary and MOD teams.
8 To carry out all type of translation work from English to Hindi and vice-versa required from time to time.
9 To invite articles, edit and publish the House Magazine, “Samvad”. Release of the ‘Samvad’ on 14 th September on ‘Hindi Day’.
10 To conduct Official Language Implementation Committees (OLIC) Meetings and follow up action in respect of Hindi Salahkar Samiti and MOD OLIC.
11 To collect data/information, from time to time and prepare and submit various periodical reports and returns to MOD/Deptt of Official Language etc.
12 To look after all tasks related to the office library.
13 To organise a grand ‘Prize distribution Ceremony and ‘Kavya Gosthi’ in Nov-Dec presided by JS (Trg) and CAO to distribute the prizes to the winners of Pakhawara competitions and different incentive schemes.

Library :  
- A small Hindi Library with Reading room is run by CAO/OL and open to all employees of CAO during lunch hour.
- Hindi newspapers and magazines are available for reading.
- Hindi books are issued to members.








  • History The nucleus of the MoD library came into being in 1902 by the merger of six departmental libraries which existed in the Defence Hqrs at that time. Initially it was named as ‘Central library for Military Department’. In 1921, it was designated as ‘Army Hqrs Officers Library’ and finally in 1948, it assumed its present name ‘Ministry of Defence Library’. The administration of the library kept changing hands from one branch of the Defence Hqrs to another until 1948 when it was accorded the status of an Inter-services Organisation.
  • Present Setup MoD library is located at 129 – E, South Block. It caters to the needs of officers of MoD, Ministry of Def (Finance), three Services Hqrs, ISOs and other defence establishments located in Delhi. At present, there are approx 600 members of MoD library availing the facilities of library. Approx 200 readers visit the library daily on regular basis.
  • Library Grant MoD library gets its annual budget from Dte Gen Financial Planning for purchase of books & other publications. The budgetary allocation for
    FY 2012-13 is Rs 27.44 lacs.
  • Administration MoD library is administered by DCW Division of office of the JS (Trg) & CAO wing.
  • Selection of Books The Book Selection Sub-Committee (BSSC) headed by JS (Trg) & CAO and consisting of representatives from three Services Hqrs, Def (Finance) and Official Language (OL) selects books and other publications for MOD library. ALIO is the member-secretary of BSSC.
  • Collection MoD library is having a collection of approx 60,000 books and 150 journals & newspapers. MoD library provides literature on subjects relevant to planning & policy formulation in Ministry of Defence. It specialises in defence & related subjects besides catering to the needs of general readers in the form of bestsellers and other popular quality books based on book reviews appeared in various newspapers & magazines. On an average 1000 -1500 new titles are added to library collection every year.
  • Services MoD library has been providing reference & lending facilities to all the employees of MoD. They are entitled to become member of library through a duly filled membership form forwarded by their respective administrative section.
