Defence Headquarters Training Institute

 
 

This Institute is under the overall control of Dir (DHTI). It is responsible for conduct of training activities of the various Cadres/Grades of AFHQ.  The activities undertaken at DHTI are as under:-

 (a)    Training of AFHQ Clerical Service, AFHQ Stenographers Service and other organized cadres in AFHQ (except AFHQCS) and general coordination activities;

 (b)    All customized training activities related to all courses which are conducted for field formation or requested by any other Organization;
 
 (c)     Training activities of Group ‘B’ component of AFHQ Civil Service and general and financial administration of  DHTI;

 (d)    Training activities of Group ‘A’ component of AFHQ Civil Service and short term thematic training/specialized course conducted at DHTI; and,

 (e)     Training activities related to the Computer Courses conducted at DHTI and activities related to development of AFHQ officers on long-term courses conducted by agencies like DOP&T, NIFM, CDM, DSSC, NDC etc., and Orientation courses.

Background
 
Defence Headquarters Training Institute was set up under the overall control of JS (Trg) & CAO, Ministry of Defence in May 2003 with the purpose of conducting training activities in respect of civilian personnel of Armed Forces Headquarters Services working in Service HQs and Inter Service Organisations (ISOs). The training is conducted in accordance with the guidelines enunciated in National Training Policy of the Central Government. The Institute conducts Induction courses, Refresher courses, Specialised courses, Workshops and Basic courses in Computers with a view to enhance knowledge and skill of the officers and employees, so that there is qualitative improvement in the level of their performance.

In addition to conducting various courses by itself, the Institute, where necessary meets the training needs of Armed Forces HQs civilian employees by nominating them for various courses conducted by reputed Training Institutes in the country and abroad.

Although the main role of DHTI is to co-ordinate training activities in respect of AFHQ civilian employees, it also organizes some specialized training programmes which are attended by Service Officers posted in Armed Forces HQs and ISOs. Specialised course are also conducted to meet training needs of Officers & Staff of Directorate of Standardisation, DG EME, AFTI’s under HQ IDS & Cat ‘A’ establishments under DGMT, Army HQ.

To ensure sustainable all-round growth of human resources in Defence HQs and Inter Service Organisations through following measures.
 
  1 Carry out periodic Training Need Assessment in respect of AFHQ civilian employees
  2 Design & Develop Training courses on the basis of the identified training needs
  3 Achievement of the cherished goals of the national Training Policy i.e. “Training for All” in respect of AFHQ Civilian employees
  4 Organising training programmes/Special lectures/Workshops/Seminars with the aim of enhancing overall functional of management and specialization
  5 Facilitating need based advanced training of AFHQ Civilian employees in reputed institutions in requisite areas of management and specialization
  6 Diversification of training stragties
  7 Development of a Learning Resource Centre

PROCEDURE FOLLOWED IN DECISION MAKING :
     
    Norms for organizing in-house training courses at DHTI    
 
     

(a)

Norms for organizing in-house training courses at DHTI : Finalization and obtaining approval of JS (Trg) & CAO in respect of Annual Training Calendar of the Institute. Following procedure is adopted to implement the courses under training calendar :-

(i) For courses under cadre training programmes :

List of eligible participants is obtained from CAO/P Division.

The participants are detailed for the courses in order of seniority with the approval of Director, DHTI.

Guest Lecturers from approved faculty list are invited to deliver lectures during the courses.

4

All necessary administrative & financial arrangement are made for organizing the training course smoothly

5

Certificates are prepared and distributed to the participants after completion of the course.

(ii) For courses other than cadre training programmes :

Circulars are issued calling for nominations of Officers / Staff of AFHQ Services.

The nominations received are scrutinised and eligible participants are intimated regarding acceptance of nominations.

Guest Lecturers from approved faculty list are invited to deliver lectures during the courses.

All necessary administrative & financial arrangement are made for organizing the training course smoothly

Certificates are prepared and distributed to the participants after completion of the course.

    (ii) Procedure for Nomination and Selection

The circulars are issued only after receiving the circular from concerned Department/Institutes such as DOP&T, NIFM at Faridabad and Min of Def.

Training circular is circulated among three Service HQs/ISOs as per the standard distribution list for further distribution.

After the last date of receiving the nominations in this office, the nominations are put up to the competent authority for his approval.

Eligibility criteria are followed by this office, which is laid down by DOP&T, Min of Def and respective institutes. If requisite candidates/nominations are not received then eligibility criteria is relaxed after obtaining the approval of competent authority.

For long-term courses ACR Profile for the last five years is considered as one of the criteria.

For long-term courses vigilance clearance is obtained.

All factors remaining equal, seniority is given preference. Profile of courses already attended is also considered before accepting nominations.

JS(T) & CAO is the competent authority for approving the nominations for long term courses.

Director/JD, DHTI is the competent authority for approving nominations for short-term courses.

     
(c) Norms for Financial matters :- Financial Powers have been delegated to JS(Trg) & CAO and further sub-delegated to Director (HR) & Director, DHTI. Sanction of the competent authority is obtained as per powers delegated at the time of proposing expenditure.
